Default Windshield Washers work Sometimes?

Ok, this issue is driving me crazy. My windshield washers only work sometimes, when it’s cold out as soon as I start driving my washers stop working. After the truck sits a while they start working again. I drained all the fluid and filled it back up to make sure it wasn’t some kind of watered down summer mix. I have unplugged the hose near the reservoir tank, and it shoots out no problem. I’m thinking the issue is under the cowl or at the nozzles themselves. Has there been any issues with these things freezing up? It’s been snowing here on the east coast, and the salt spray from the roads is making my daily commute an issue having no washers when I need them most.

there is a check valve under the cowl, it freezes in there. take the cowl off and run a drill bit through the check valve. There was a TSB pertaining to this issue but i forget the number

my 2016 did it all the time to me
