I'm guessing the off road shocks might increase payload while the weight of the skid plates will decrease it. Opinions please. Thanks.

The shocks have nothing to do with how much the truck will carry.
The weight of the thin skid plates isn't enough to affect the capacity either.
If the springs are the same, the payload capacity should be the same.

payload isn't adjusted or limited by the shocks difference. The payload will be decreased based upon the shock weight delta (likely minimal) and the skid plate weight (30-100#). I think I've read they're more beefy than the '14 plates which added ~ 34# of weight.
