Can someone tell me how does a wheel width affect the tires? If I put a 20x9 wheel on a 35x12.50, the total width would be 12.50, since that is the tire. What difference would it make if I put a 20x10 wheel on a 35x12.50 tire? The total length at the end would be the same right?

Correct if you're talking about the width of the tire, that won't change.

The width of the tire needs to have a proper width rim to mount correctly/safely.

So if I buy a 20x9, itll be the same as a 20x10? What would the difference be in terms of looks (Im guessing how much its tucked in the tire)? And the width pretty much wont affect rubbing, the amount of offset would since the width is just how much its tucked in the tire?
