Wasn't this picture and question posted last year? I know I've seen that globe image, reverse image searched it to a defunct GPS tracker division.

Definitely a GPS. If you don't pay, they want to know where to find the truck, so they can repo it. Just clip the wires or if you're more ****, like me, trace them and remove them entirely.
