Default Unidentified part help request

I was checking my air filter and oil, and noticed this part sitting down in a nook by the drivers left headlight. Can't for the life of me think of what it might go to or how it could have ended up there. Truck runs great, no check lights, no leaks and everything works. The only thing that's been done in the engine bay is oil and air filter changes, and I installed a fuse for my amp behind the battery a couple years ago but I'm certain this had nothing to do with that.

Any ideas?

Threads in the side hole

keyed in other side with a notch through the two rings.

Found it laying on top of the cable (for engine air fins servo?) shroud.

Input regulator housing for the flux capacitor for a Delorean time machine. Sorry, I just couldn't resist.

Well, picking at what I thought were notches resulted in pulling this retaining clip out. Still no idea what it goes to or how it got there. Maybe aliens put it there, but definitely not Dr Emmett Brown

Giving this a bump. Anyone seen one of these or know what it goes to?
