This clamp came off the hose to the wastegate. It was really weak and it's kind of mishaped. This may be the culprit as well. Gonna get an new clamp too when I go get brake cleaner.
I have been thinking on your second question (evap) in Post #1. I do not think the evap system could cause this issue because ALL of the evap system stuff (purge valve related) is connected to the INLET side of the turbos. Your post #11 has me asking myself - WHY or HOW did this clamp get "really weak and it's kind of mishaped"?
It was a bit of a pain to get to so maybe I did it myself while trying to remove it to double check the wastegate. I don't think I mangled it with my channel locks but anything is possible. Either way, I put a new clamp on it. It's nice and tight now. Putting everything back together. I'll update this thread once I get back from my next camping trip and check the intercooler again.
*After thinking it over, I know I didn't mangle the clamp. It's just a simple spring clamp so it's easy to take off even if it's a pain to get to. Truck has over 166k miles on it so maybe it just weakened over time and it bent somehow when I compressed it to remove it.

Took the trailer on a 4 hour drive camping. The P0299 code came on 4 separate times both ways, to and from. And again, at random times. I just pulled my intercooler and it's clean. No oily/dirty residue. So it appears that is not my issue. Since this code pops up only when I'm towing, then it's only when the engine is working harder with higher boost pressures that it shows up. Not that it always shows up when it's under a heavy load. I could be climbing a hill or on a flat part of the road and it appears. The inconsistency of it is what's frustrating. So in a previous reply to this post, one of the possible symptoms of the code is a "TC wastegate regulating valve solenoid". I'm looking trying to find one for a replacement part and I can't find one listed. So, what part is this on the 2.7? I have seen a TC wastegate vacuum sensor, TC bypass valve, and a TC boost pressure sensor.
So, I took my truck to a local shop I've used before and had them diagnose the potential problem with my random underboost code. They checked all the electronics associated with the turbo system and that came back clean. They started the truck and used a stethoscope to check things and found that both my turbo's are making noise. The bearings are wearing out. The passenger side is worse than the driver's side but they both are making noise. So, there's my culprit it seems. $57.50 for them to diagnose. That was worth it. They did give an estimate even though I did say of do my own repairs. $1,851 to replace reach turbo, per side. $3,702 for the entire repair. Ouch! Glad I'm doing it myself. The guy at the shop understood why I declined the estimate given the price. I knew this would be happening at some point and here it is. I have 2 new turbos and oil intake lines coming from Rockauto and hope to do the repair in the next couple weeks.
Just got back from my latest camping trip pulling my travel trailer. No underboost codes at all. Truck performed flawlessly. So, it appears that the shop was right in that my turbos were going bad by way of the bearings. It did feel like I had more pulling power this time too. 4 hours each way going up near Mackinaw in Michigan. It also seems like any oil usage has basically vanished with the new turbos too. I've kept an eye on my oil level every couple of days since being installed and it has held fast at the full line. Thanks to you guys for the advice. How this thread helps others who have similar issues.

Ford dealer told me today they had their "best tech" look at it and he is 100% certain one of the turbos is weak and going bad, and both need to be replaced, and that'll cost $5300 at the dealer. Gulp. I'm new to the area but maybe I need to ask around for a good tech that's a little cheaper. Found my warranty paperwork I bought when I bought the truck 3 yrs ago... I'm about 2K miles over

I replaced mine myself a few weeks ago. 2 new standard products turbos from Rockauto and both new oil supply lines for them. Oil, oil filter, and coolant bright my total for all parts to about $1400. 5-6 hours per side since it was first time replacing one ever. Wasn't too hard of a job. You say you're 2000 miles over. How many miles are on your truck?
