Default Trailer Brake Controller Output

Has anyone else noticed that it seems like the factory trailer brake controller has almost no output? I have to have it set on 9 to notice it doing anything at all and even then it doesn't seem like much. On my 2012 a setting of 6.5 was plenty for the same setup. Is there any way to verify the output?

on mine I only had to go about 1 point higher than my 2012 was set at , I'm only at about 4.5 on mine.

I'm sure you could put a meter on the pin, but without the old truck to compare to I'm not sure how useful the number would be.

Interesting, maybe I need to go back to the dealer where I traded and check my old truck. It's still on the lot up for sale. I'm looking for the voltage between ground and the controller terminal at the plug, correct? I did notice today that if I manually move the slider on the controller it will lock the tires on the trailer. It just seems like there is nothing in the middle, just on or off.
