You can run Windows in a VM and it should work. But, yes, plenty of cheapo laptops on fleBay that can easily run Forscan.

As an afterthought....

I'm a Mac guy (Laptop, phone, watch, Airpods, AirTags) but I currently don't have an iPad (tablet).

I need Windows for FORScan, but I can also use it for my dashcam software, Cyanlabs, and adjusting the tune on my impending audio install.
Even though I put Windows on my Mac laptop, I got a Microsoft Surface Pro 7 because I chose to have all truck stuff on one dedicated unit:
- Windows
- Full computer in a tablet form factor
- Removable keyboard
- USB A port so no dongle needed
- Wifi
Since it's focused on my truck and a small footprint, it can be easily kept in the truck in the pocket behind the seat if needed.

And it can be a content consuming tablet to boot.

A 2012 MacBook can run windows via bootcamp. FORScan doesn’t take much to run. I’d just get an OBDLink EX and install windows/FORScan via bootcamp.

Have Blue Driver here. It picked up codes that the Auto Zone scanner didn't and showed how common the problem seemed to be and suggested fixes. Here are a couple of screen sceen shots:

You do not need internet for basic functions like reading and clearing codes. I connect with the Bluetooth on my Samsung Galaxy S23.
A guy I know has a higher end scanner that gives an additional 2 digits (UO257-00 and U0184-87) but I dont know yet what those last two signify on his scanner.

Over a year ago, Broadcom made VMWARE FUSION PRO virtualization software free for personal use.
This is what I have:

- Mac OS
- Broadcom VmWare Fusion Pro (free)
- Windows 11 (free)
