Interesting. I've had mine for a month and a half but never tried to lock it anywhere but closed. I just went out and played with it a bit and cannot get it to lock anywhere but closed.

You probably just need to push harder down on the latch. From the manual:

"Closing and Locking the Cover
To latch your RETRAX TM cover anywhere along the rail, push down
firmly on the end of the lock handle using both thumbs (3). It takes this amount of force because it is a friction lock in any open position. The RETRAX TM cover is easier to latch in the fully closed position due to a recess in the rail."

I just looked in the instruction booklet and it says to push down firmly with both thumbs. Works good but it does mean firmly. Its just pressure that locks it.

The Latch will become easier to engage over time...initially it is difficult to engage. When it is down, the Cover will not move...The only position where it is not a friction lock is fully closed, the double Locking Rod extends the width of the Cover and engages metal slots on both sides.

The Latch can be adjusted from underneath for tension.

On mine, if it isn't hard to close the latch, it is going to slide open when I hit the brakes.

Agree with the earlier comment that it takes a few weeks of opening/closing and latching/unlatching before it works a bit more smoothly. There's reference to something like this in the instructions. It was very stiff at first.
