Based on these photos I have to unfortunately say this is a hack job!!!
Sorry but its the truth! No self respecting professional welder would ever do a job that looks like this!
This was probably done with someone with a small mig welder who has no experience using a cheap grade flux core wire.
I would have used a TIG on it and my work would have looked beautiful.
And...its already rusting!!!!
My advice is find someone (like me) who takes pride in their work and who knows what they're doing and who has the right equipment.
Get them to grind out and clean up all the surface area and remove the bubble gum welds.
Then weld it properly and coat it with an appropriate metal primer paint spray.
Work like this really annoys me! Wish I was there, I'd do it for you for free then you could post the before and after...see the response you'd get!

As a professioal certified welder, my welds would look like this...
Make sure it didn't push the bed towards the cab. The frame is modular and has crumble areas. Check to make sure that the frame didn't wrinkle. Your bumper looks almost like mine at the corner.

I wouldn't have even noticed that, but I looked underneath and sure enough, there is a wrinkle - looks exactly like the picture you posted. I'll be sure to point that out to the adjuster.
