Default OBD not communicating

I went to get my emissions test and the OBD was not sending a signal. I checked with a self tester and there is power to the OBD port as the tester lights up but can't link. Everything I've checked only talks about no power and it can be fixed by finding a blown fuse but there is power, it just can't link. Anyone else experience this? It's a 2015

The OBD port is actually part of the gateway module. I had 16 Explorer and I couldn't get anything except an OEM VCM to work on it and eventually that stopped working too. Ended up the solder job inside the gateway for the pins going to the OBD2 connector sucked. I re-flowed the solder job on the pins and then it worked great. Just one possibility.
