Default New clock spring lock pulled question

I just received my new clock spring and the lock pin was on the bottom of the box. I put it back in. It doesn’t seem tensioned. Is it just for installation and that should be fine?

or do I have to ask for a replacement?

I'd ask for replacement. Did you take pictures of how it arrived before putting the lock back?

After talking to a buddy of mine who is a Toyota master tech. He said that happens. It’s for installation. Count rotations to full lock to one side on the one and match it with the new one. Put the lock back in. It’ll be fine.

Just installed it with my new wiper switch and everything is working again! Radio remote on the steering wheel is fixed (buttons did other tasks) and my wipers now turn off (they were stuck on the slowest delay).
