I am wondering what the maximum rebates usually go up to and what they peak at on average?

For 17s I doubt they'll get much better except for dealer discount at the very end of the year.

 

They go up to whatever Ford needs them to whenever they need them to. Different by region, depends on excess supply, different by model and configuration. You can't predict it.

As rebates increase, supply diminishes on 2017s. You may get great rebates, but not find a vehicle to buy. Rebates apply where you live, so you cannot fly to an area with better rebates, get them, and buy.
