Locking Brackets in bed

What are these locking brackets for in my pickup bed?

This pic was from on line, but mine has these, they appear to lock, what are they used for?

box link system. It was an option on your truck. Tie downs.
If you don't want 'em, I'll buy 'em off ya

(just the removable/lockable tiedowns, I have the brackets)
