Default Help with Kicker Panel Fuse

I'm trying to install a dashcam, i have the correct fuse taps with extra 20 amp fuses.
One needs to go to Constant 12 volt, the other needs to go to Accessory On ( 12v supply only when ignition is on )
I'm using a light tester to find what i need, problem is everything seems to be Constant 12v with no key in ignition ?
I have a multi meter but the leads dont fit and the light tester has a much pointier tip so its the only thing i have small enough to make contact with fuses pulled.
How can this be ?
Any of these look like they should be powered only when ignition on ?

My sub amp's remote turn on is connected to fuse 23 I believe. It is switched, not constant.

I just did this. I used one of the blank/spare/unused spots for the constant (5 I think) and one of the ones in this picture for ACC.
