Is there a way to run only puddle lights without having the other cargo lights come on

Yes

There is a thread in this section somewhere that shows you how to do it. After doing this "mod" about 3-4 years a go it still works great.

You’re talking about the puddle lights on the bottom of the mirror and not the “spot lights” right?

Sorry I'm no further help. As you can see this came out for the 15's way back. Not sure about any changes that have come about since. Hang in there, help is on the way.

About the only way to get them on by themselves would be a rewire job. Existing, the lamps are controlled by the modules in the door, the commands to turn them on and off are via the can network in the truck.
