Front Diff Vent Capped?

Default Front Diff Vent Capped?

Found that my front diff vent tube is just hanging loose above it. Got my phone up in there to get a look and it appears to be capped. Is that ok? Or did someone forget to take the cap off and re-attach the tube when the lift was installed? I'm also wondering if the front diff isn't the original.

Bought the truck with the 6" lift on it, finding various questionable issues with it...

The differential housing should be vented. That huge gob of RTV tells me that someone has performed some after-build work on the axle housing. If you have that much RTV that oozed out during re-assembly, how much RTV oozed inside as well?

The picture is really blurry. Can you tell if that's a cap or possibly a vent? The center looks different, maybe a one way vent/cap.
