Default Found iTRAX device plugged into my OBD port

I don't recall this being part of any deal, and I can't believe I didn't notice before. I was trying to figure out why my bluetooth OBDII reader wasn't working in someone's car, and I went to plug into the truck to see if it worked there. I never had a reason to plug it into mine over 40k miles. I found this device plugged into the OBDII port. It has serial numbers and stuff on the back, and from googling it's some sort of theft tracker. You can see the plug in in the background - the device was tucked up into the dash. But how would this actually work if the truck was stolen? Does it self report somehow? Who has the records and would know to try to use this thing? (Yes I know I need to vacuum my truck...)

send them a message and ask tell them you recently got a truck and noticed the device was there and see if its active or not.

Some used car dealerships put trackers in them in case you default on your loan they can repo it easier
