Default Ford Procedure for Alignment is Confusing

I understand the desire to remove the lower stabilizer bar nut to make camber and caster adjustments on the LCA. However, I am baffled by the necessity to remove the stabilizer bar and do not believe the lower nut makes a big difference. I have never seen this procedure used by an alignment shop to include the one time that Ford aligned my truck.

After looking at the procedure again, I believe it is written to install the new cam bolt in the rear and the access may be blocked by the stabilizer bar.
