Default Electronic rust inhibitor

Maybe I'm missing something here but can someone explain to me how in the hell this module is supposed to do anything when it's stuck to a painted surface with sticky foam not even making physical contact. I was going to remove this from my current 14 and put it on my 16 when I noticed this ****ery.

Where did you find that? Are you thinking it's some type of anode? Or is a wire connected to it like some type of cathodic protection?

The oil comes from snakes and prevents the rust.

Sacrificial anodes work great on boats, because they're in WATER.
