Code PO299 2015 2.7
Gentlemen,
At the very end of a 350 mile highway trip, my truck started running very poorly, not misfiring as far as I could tell, but very poor throttle response for a several stoplight to stoplight segments as I returned to my suburban home from the Interstate. Really had to lean on the throttle to get her going and she was slow to upshift. Parked it at home for a couple of hours then drove <2 miles to my office. Ran just fine going to the office but upon leaving, the aftermarket remote start wouldn't work and when I cranked it to drive home the check engine light was on but the poor performance was gone. Scanner at the local Autozone showed code PO299 and no others. She's still running fine--excellent, in fact, so I've continued to drive it pending an appointment at the dealership tomorrow (soonest I could get one--they're booked up a week or two out!).
Truck had 72,000 miles when I purchased it used in June 2018 and today has 114,000. I purchased a Ford Basic Care extended warranty and I'm well within the mileage and calendar limits of the warranty. Work done under the warranty must be done at a Ford dealership so that's why I scheduled to take her in tomorrow. This is the first instance of trouble I've had and the only work done on it has been strict adherence to oil and fluid changes and other scheduled maintenance. From reading here and elsewhere, I understand Code PO299 may indicate turbo failure but also may indicate a number of other issues.
I'm just a few months and about 6,000 miles short of the warranty's expiration so I'm inclined to do the dealership thing in order to comply with the warranty's requirements. My main question here is this: Can I expect the dealership to have scanning/testing equipment to determine proper turbocharger function for both turbos even if it turns out that some other issue triggered the "underboost" Code PO299? I'm very interested in some way to determine how the turbochargers are doing as I approach the "no warranty" breakpoints.

P0299 – Turbocharger/Supercharger-1 Under-boost Condition
Description:
This DTC sets when the actual TCBP value is less than the desired TCBP value by 27.6 kPa [4 psi] or more for 5 s, indicating an under-boost condition.Possible Causes:
- Damaged TC wastegate regulating valve solenoid
- TC wastegate regulating solenoid valve stuck
- Wastegate stuck open
- Wastegate control hose open or plugged
- Air leak between turbocharger and throttle
Diagnostic Aids:
Check tubing for restrictions, cracks and incorrect fitting connections.Check the turbocharger wastegate regulating valve solenoid for correct operation.
The above is from the PC/ED Manual. The symptoms target the bypass valve and its control.
I can't imagine that a Ford dealership wouldn't have all the equipment required to diagnose and repair your issue. Now, whether or not the technician that works on it is competent, that is another question.
