Is this a setting i can just turn off / on then, or do t need a special "tool" for that?

FORScan is the special "tool" for it. But if I remember correctly, even if it is reverted back it will not change the brightness. Something within the BCM parameters and the values at hand. Its a possibility that is the cause, but there is truly no way of telling.

Hmmm - does that mean I need to take it to a Ford dealer and have them make this adjustment (I'm sure they'll charge me to do this)?

You could buy a connector and download the FORScan software to a laptop to change it, if that is the issue. If you're not comfortable with that, a dealer should be able to check and change it.
