What function does the big plastic valance on the bottom of the front bumper perform? Anyone take it off?

Air flow. Yes people have. There are lots of threads on it. Just do a search.

I have a 4" lift and removed mine. Haven't noticed any difference in MPG.

My take on the meeting at ford, when the design team approved the valance:
Engineering statement - " it improves airflow and can increase MPG by .001."
Art department - "Duuuude, our truck has a beard. Are there any Doritos left?"

Took mine off a few months after buying the truck. Didn't like scraping it when going out to the land/lease. Better clearance. Looks better. Didn't see an effect on mpg.

Do you take the whole thing off or cut the lower portion only?
