Default Bed Paint Question

I'm new to Ford and recently purchased a new Bronze Fire 2017 F150 XLT. When I was shopping I noticed that the few Bronze Fire trucks I found on dealer lots had mostly just body color overspray in the wheel wells, but not complete coverage over the tan paint/primer layer. I added Ford wheel well liners, so I wasn't really worried about it. Fast forward a few weeks as I've added stuff to the truck, I noticed that the entire underside of the bed is just the tan primer/paint layer(?). Is this normal for Ford trucks? Was my bed damaged then replaced and painted at the dealer before the sale? Can't remember if my '09 Silver Tundra was fully painted silver under the bed or just gray.
