I know it has perimeter alarm. What additional, if anything, has to be added to use this?

This kinda crap drives me nuts, why in the heck would it be illegal? Is it also illegal to open your garage door if you are more than .03375 meters away from your driveway?
I thought only Minnesota laws were crazy!
