Default Adjusting the head lights

Ok is there some thing I'm missing on my other trucks you just put a screwdriver in the adjuster and turn. I tried turning these on this truck and they will not turn almost as if they have a lock on them. Any help would be appreciated.

I did mine just the other day after taking my tow load off to raise them back up. I used a small screwdriver and held it at an angle so it would catch. It works, but it did take me more spins than I thought it would to get them to move how I wanted.
