Potenitally, if you add zero options to it (500A), the MSRP would be around 46K. So, with rebates and discounts could put it below 40K.

But then you would probably get much more for you money with a loaded out XLT anyway.

It's possible to do a 2.7 Lariat Crew 4x2 500A for under $40k with A-plan and incentives.

This! keep it simple and it might be doable but you're not getting a 502 pack for 40k

I had a 2017 Screw 501a, 4x2, 2.7EB, chrome appearance, buckets/console, one or two other inexpensive options and paid $41k + TT&L. I think it’s doable...

I think on your best day you can get to about $10k in discounts and that is pretty hard but I have seen a few in that range. Most often what I see on Lariats is getting $8,000 is decent deal. Where I live there is the dread state tax guy who wants to tack on 10% so that makes $40k an XLT.
