Same at my dealer, they are on hold.
I have a recall notice for the same issue on the Ford Owner Site, looks like the 16's are effected as well. Recall notice is attached.

Same thing happened to me. Had a deposit on a 2017 King Ranch (Bronze Fire) and got a call 2 hours before I was to pick it up and was told they couldn't sell it to me because of this recall. It may be late Oct before they would be able to. Everything happens for a reason - ended up with the '18 Platinum in Blue Jeans Metallic for only a few buck per month more. Very happy so far.

Picked up my 2017 platinum on 8/25/17, received a recall notice 8/28/17 on FordPass app. Friend of mine wanted to buy one on 8/30/17 from same dealer. Dealer said they couldn't sell him the truck because of the recall.

2015-2017 Ford F-150, 2017 F-250/F-350: Recall Alert
Posted by Mark Williams | August 31, 2017
2017 Ford F-150
Vehicles Affected: Approximately 90,000 model-year 2015-17 Ford F-150 crew-cab pickup trucks built at the Dearborn Assembly Plant in Michigan and at the Kansas City Assembly Plant in Missouri between July 20, 2015, and June 16, 2017, and approximately 28,000 model-year 2017 Super Duty F-250 and F-350 pickups built at the Kentucky Truck Plant between Oct. 20, 2015, and June 16, 2017. The 2017 Ford F-150 is also involved in another recall regarding airbag inflators; for more information on that click here.
The Problem: A weak rivet may allow separation of the left rear inflatable seat belt buckle from its mounting bracket during a crash, increasing the risk of injury.
The Fix: Dealers will inspect the thickness of the left rear seat belt buckle assembly rivet head and will replace the seat belt buckle assembly if the rivet is found to be inadequate.
What Owners Should Do: Ford has not yet released an owner-notification schedule. Owners can call Ford at 866-436-7332 for more information.
