When I was closing my deal today, dealer started at 2k for 7 year 100k mile premium ESP with $100 deductible, then lowered it to $1500.00.
You can in the U.S., Google search is all you need here. Several dealers will give you an online price quote. Hope it works the same for you in Canada.
You can certainly buy it from a different dealer. The question is can you buy it from a US dealer where it would be way way cheaper and US purchased warranty was good in Canada. Used to be very easy to do without needing even a US mailing address but I know Canadian dealers were pressuring Ford to stop it.

We were quoted around $3,700 for the longest term so not cheap lol
I hear about this site but not sure if they still sell to Canadians http://fd-warranty.com

I have never had any issues using an ESP and I also wouldn't let this link deter me. You don't have all the facts on that review, just someone ranting. He may have only had base powertrain care esp vs the premium care esp. There are 4 different esp's all covering different components.
I used floodford with my wife's 2011 Edge and have had to use the esp once so far for a door sensor issue.
