Removing rust before adding fender flares

Default Removing rust before adding fender flares

I have a 2007 F150 which has the usual rear fender rust over the wheels. I asked a body shop guy what could be done and he suggested adding fender flares to cover it. I'm fine with doing that and think I could do that myself. However, before doing that, I'm assuming I'd probably want to take my grinder and cut away above the rust to keep it from continuing to eat away at the fender. I'm also thinking I'd need to put something (paint maybe) on the bare metal to protect it. Is that something anyone has done and can give me advice on? I've never done body work on a vehicle, but if that's all I have to do, it doesn't sound too bad. Of course I don't want to make it worse to where either the flares won't work anymore or it continues to rust. Thanks.
