My front and rear bumpers are rusting from paint peel and stone chips, I have checked the forums for Plasti- Dip information and found lots. If I sand the rust spots, install 6-8 coats of Plasti-Dip, then repaint with a colour matched Ingot Silver paint followed by clear coating.......is this procedure going to do the job?

Nope. Plasti dip will do nothing. Rust needs to be completely removed or it will be back in no time. Spots will need sandblasting. Then coat with rust inhibiting primer like epoxy or etch prime then prime. Then go to color and clear.
