My guess is the owner comes from a paint background. It's a complex mess and most dealers are not going to know squat about it. The general public sure doesn't.

Seemed pretty simple to me. Become a paint vendor, get paint at cost for your body shop. Set up a store front and sell to customers with 25% markup.

Auto paints are complicated and it's opening a can of worms if the staff isn't knowledgeable.
