Default Clear Coat

OK I sold my 05 Screw back in the spring and bought a SUV. I took the excess and bought a 95 F250HD, my mistake. Beat me to death (I'm 71) and couldn't get comfortable in it so sold it. Now I'm looking for a 97-03 F150 supercrew or supercab 4x4 for occasional use since we live in the mountains. Problem is I have a very limited budget and everything I look at has missing clear coat since we're in the southwest. After buying a truck I won't have the $$ for a full repaint. Is there any way possible to clean, lightly sand and apply clear coat? I assume the answer is a flat no but since it's just going to set behind the house except for occasional use I'd like to do it. Any help would be appreciated.
