My 94' 300 I6 did the same thing, I didnt think it was the fuel pump because I could hear it running when i turned the key, but I had to turn it over for like 2 minutes to get it to start, the fuel pressure was 40 at the rail, when the truck wasnt started and was around 39 at idle.
Well long story short, I got frusterated with the truck because of the problem and the real lack of power it had and decided to totally rebuild the engine. Well got her rebuilt and nothing changed, the engine still felt like a dog and still had a hard time starting.
My last guess was what got it done, I replaced the fuel pump, the pump would hold 40 psi at the rail when the truck wasnt running or idleing, but once I gave it some gas, the fuel pump couldnt keep up, so I was running extremly lean. Once I replaced the pump, the truck started like it was brand new(it was), it had gobs of power, in fact after my rebuild with aftermarket cams, I could spin the 33X12.5 tires through second.
So my guess is its your fuel pump.
