1994 regular cab with inline 6
Tried using search but didn't help a lot so here I go

The wipers only have 3 settings low and the last two high and very high, nothing works continuously in-between.

Next, if I start at low and work my way up stopping at each click nothing happens but on the way back down they will wipe once then stop for each click.

When they are on high I hear a clicking sound from the passenger side that I'm assuming is the relay. My dads figuring it's the motor but I'm thinking it's the switch but everything else works fine (ie. High-beam, blinkers ect).

Any ideas before I make a scrap yard run for parts?

Your issue is in the multi function switch in the steering column. Be happy the wipers work on any setting. These things die and are not inexpensive to replace. However, if you feel there is a "SAFETY" concern do not put the rest of us in fear for our lives
