Agh, NY Inspection Won't pass, any help?

Agh, NY Inspection Won't pass, any help?
Ok the story so far:
Bought the truck with 100,00 miles on it, 1996 F-150 XL, 2WD, 5 speed, no frills. Ran great, but had a leaky fuel rail (On the exhaust manifold). Tough part to find, but go one and had the local shop install it. After getting it back, ran great, no leaks. After a little while the check engine light came on, but I just ignored it because it ran fine, and still does. Now I need to get it inspected, but it will fail with the light on. When to the local shop, he plugged in his OBD-II reader, and found O2 sensors 1 & 2 malfunctioning. OK replaced with new ones, now reading system running to rich. After going back and forth many times as resetting the computer, the truck needs to run to get the system to be ready again. I bought my own OBD-II computer. His computer was reading an EGR valve issue, mine is not. I get P0172 P0175 and that's it. He got those two with the EGR code. I pulled the MAF sensor and cleaned as that is what I was reading all over about a possible issue. I did just order the EGR Valve and EGR sensor. Now, I did replace the front fuel tank (Back one leaks and I don't use) and the fuel pump, and it looks like the evap canister hose that goes to the tanks is rotted out half way down, I can just get some hose and plug that in, but I think it has been rotted out for quite a while. I am in a VERY remote area and I'm not sure if the local guys know about these very much, after all I have been reading I think I have learned a whole lot about this system.......

my truck was doing the same thing.... egr flow excessive... is what it was saying.... i unplugged the vacuum hose from the egr valve and stuck a screw in it to eliminate the system (here in West Virginia, all we need as far as that kinda stuff goes is a catalytic converter).... now the check engine light comes on saying EGR flow insufficient.... im getting WAY better gas mileage than what i was befre, and i think the truck runs a little better.... all i need to do to hook my EGR system back up and have it operating properly again, is buy a new EGR valve...

Being you have the reader, before you actually get in line, erase the codes, try to go through, if the cel light is turned off in the truck but inspection sees a code, you dont know anything because the light is not on, they cant say anything. I get my vehicles through this way, I even turned the light off while sitting in line.

I will try it, but the place I am going sayed that if the system says not ready, like unplugging the battery or resetting the codes, it will not pass because of that. He said each car is diffrent with how many mile before the system resets and the sensors are working again, but last time I reset the codes, the light came on in about 5 miles. It's worth a shot, but I would like to know what is wrong as it really does seem to be running rich....

Yes, but if you pass, you will have more time to figure out the problem. Here in jersey, if the light is not on, they will pass us, as I said, if the light is off but there is a problem, the driver doesnt know there is a problem and they cant say anything.

found problem, new question
Found the problem today. The fuel pressure regulator must have a hole in the diaphram as gas is leaking into the vacuum line and into the manifold.
The truck is a 1996, but I had to put a fuel rail on it and it was out of a 1995, as was the regulator, so I look at both the 96 and 95 pressure regulaotrs and they are diffrent, so which one should I use? The 95 is cheaper, but taller and harder to install, the 96 is shallower and easier to install, the business end of each of these looks the same....so.....which one or doesn't it matter?
