Default wheel base issue

So I traded my project truck for a lifted 94 but as I'm going through and making adjustments and upgrades, I've run into a small problem. I bought a new bumper and have it installed now the tire is getting caught on the driver side. The bumper sits a half inch lower that side. The front tire also sits a half inch more forward. I guess I'm looking for an explanation or thought because the radial arm bracket seems pretty heavy duty to be bent. Any thoughts would be appreciated.

The bumper's adjustable for height, justloosen the 4 bolts a little and lift it up to the right height.
The radius arm bracket, presumably it's a drop bracket could have some room in the bolts to be pulled back and retightened if that's the problem. Measure from the center of the back wheel to the center of the front wheel on both sides. They should be exactly the same (exactly) and that measurement should match the wheelbase listed on your driver's door post sticker.
If none of that tells you anything's amiss, you can always move the bumper ahead by taking it off and putting washers on the bolts before you put it back on. While you're doing that, make sure neither of the little plates that hold the brackets or the bumper itself are bent. A hammer can fix that if they are
