Referring to can attached to air pump, not the coffee can vacuum accumulator btw

What does it do? And it has a hose out the other end that isn't connected up to anything?

It's a silencer. A muffler for your air pump.

It's the 2ndry air intake filter. The open hose is the fresh-air intake.

So, is there a filter element inside the can? Any maintenance protocol for this...

How do I verify pump is working? Thanks

Look at the pulley while the engine is running. If it's spinning with the belt, and not making unusual noises, and the CEL isn't on, it's working. Read this page & the NEXT few:
