Default water pump issues!!!!!!

ok ive got my 92 f150 and im trying to replace the water pump. ive removed the a/c p/s bracket and ive removed all hoses and the fan/clutch assembly and pulley and serp./ belt. my question is that i have two bolts that are double threaded with a nut in the center of the bolts and they wont come out! ive gotten them about 1/2 inch out and now they just spin ive tried to spray lubrication penetrative spray on them and i still cant get them off i was wondering what other step do i have before i rip them off.

the thread are stripped you will have to pull the out and re tap the holes
