quick question..

does the oil fill cap have anything to do with vacuum on the motor?

First off, is the vacuum a Hoover or a Kirby Sorry, couldn't resist, I would think that it does though

Only vacuum in the crankcase is caused by the PCV valve - Vacuum is created on the intake side of the engine.
