BAMA,
Thanks for the info! My truck (no kidding) was used by a Texas farmer for 22 years before I picked it up on a steal. Not much maintenance ever done on it, but remarkable shape. After a great deal of TLC, my truck is awesome! And the bonus is very very little surface rust. But I understand the Northern rust, as I grew up there. It sucks! But I'd still like to keep the truck forever, so where does one get those chemicals from?

I had a VERY rusty frame that i didn't want to get any worse at one time...I spent many hours underneath with a wire brush, a wire wheel on a drill and a hammer to literally beat flakes of rust off. After that I pressure washed the entire thing, waited to dry and then applied chassis saver paint.
Anyone looking for an alternative to POR 15 should check out Chassis saver, it's (a bit) cheaper and it is wicked stuff. If you get some on you while painting, which I somehow had lots even wearing gloves - be prepared to have it on you for a while!!
