Default Tachometer is basically broken - 1991

Alright, so here's the deal. My tach gets power, the fuse is fine, checked that, but with the key to the accessory position, it goes to 3300-3400rpm right away before even starting the truck. After starting the truck, it seems like when I get the truck to what feels like that rpm, the tach starts going up. Any ideas what this could be?

Is there any way to fix it? Or should I just grab one from a junk yard?

I'm lost without a tach. This is the first thing I've ever driven that didn't have a working tach. I don't like the feeling, it's like not knowing whats going on.
