Default starter bench test

Hello. Let me try this again. On a standard starter for 1996 300 I6. Bosch tech support says top bolt (the bottom bolt has cable going into the motor) is the positive.
I did the bench test, completely ignoring the bottom bolt, and the starter does not do anything, not even a click. Am I looking at defective starter?
Battery is good on multimeter. Connections were: clamp on battery neg. - clamp on starter case - clamp on solenoid pos. - clamp on battery pos - jumper from solenoid pos. to ignition terminal.
Starter is listed at rockauto for this truck. Thank you in advance.

My guess is since it didnt even click it's bad. And it seems you hooked it up right.

Thank you. A defective starter, as far as I can tell. This is 2 strikes so far with anything with motor in it, lol.

It may just be the solenoid, not the whole starter. Solenoid is about 20$ to replace
