i have 1 question though, is it bolted to the bumper mounts? or just the bumper?

I bought some stacks from my neighbor today for $10!! They were rusted on the surface but I sanded and painted them with silver paint that can with stand 2000 degree temperatures!! Here's before and after pictures but still not on the truck :/

It's bolted straight to the bumper. That's why I put 4 bolts in the bottom plates
