My speedometer trys to work. but only when i down shift and at high speeds. my friend says replace the cable but i dont want to tear the dash apart if its something else. What are your opinions?

 

It looks like a loose connection, and since it is "trying" when you downshift (or when you get high readings of tachometer) - I think that the problem is somewhere under dashboard at speedometer connection point.
