Default Rusty old Frame

Just looking for some ideas to clean up the frame of my 91. Need to get a few spots welded up and get rid of the flaked up rust. Replaced a brake line last night and a wheel cylinder front to back so I will be doing the rest of those as well. I have it wax undercoated right now but in the spring I want to pull the box off and fix any trouble spots.
Looking for some good rust inhibitor products and paint to bring the frame back to black without holding moisture......
any ideas?

My trucks a 91 the only color underneath is rust....lol. Unless its some kind of miracle, I doubt it will bring the color back to black.

Maybe sand or grind down the bad spots and then go over your frame with a rust converter and then an undercoating? Walmart and a few other stores around here have Rust Converter/ Undercoating aerosols in the same can, so I may be using one of those in the spring
