These say they are ONLY for race use, i was wondering if i could run them anyway.

Physically able to run it? Probably so.

Would want to know what the difference is between this and a stock set-up - more filtration area, less filtration capability, not emissions compliant, etc. - before just slapping one on.

Could you run these, yes will they help, more than likely not. I say this because it looks like the filters used over the end of the throttle body and not ones over by the fender. Without cutting out the hood and other modifications you will not be getting cold air into the engine. Another problem is that it will have no mounting provision for the MAF or MAP sensor.
K&N filters get the more air flow by allowing larger spaces between the filter media, this allows more dirt to get into the intake.
