Default Rear leaf spring?

Can someone tell me why this leaf is like this? Is it a helper spring and someone put it on wrong? I don't see any benefits coming from it being on like that.

It looks like a helper spring, or add a leaf, that is missing the band. Are both sides this way? Left and right as well as front and back?

Looks like you're right. Seems like it is missing the band

It should be fairly easy to find a U-bolts to put on the ends of the springs. Just make sure they are grade-8.
