You might take a look at the harmonic balancer while the engine is idling. I've seen references on here about that being a problem at times.

How would I be able to tell if the harmonic balancer is the problem

If you are looking at the pulleys from the side of the engine is the crank pulley the only one that doesn't line up correctly? The belt not lining up on the crank pulley could be caused by the crank pulley, the pulley before, or the pulley after it.

They all line up straight I even put up a straight edge to it straight. After pulling the crank pulley off I noticed it had some dings and kind of a flat spot where maybe a rock flew up and hit it or something like that and I am thinking that is where it is slipping and making the slapping noise

A bad harmonic balancer would be indicated by a wobble in the crank pulley.
