Default OBD 1 INNOVA Digital code reader

I just picked up a Innova OBD1 reader, tried it on my 94 351, I can hear one or two clicks when turned on, but never reads more then "000" ? I do have a smog delete and removed CEL bulb from the instrument panel, anyone have any experience with the Innova reader? TiA

I know there IS a "malfunction lamp" tab on the bottom side of the Inno-Va. Looking at it from the back with the battery compartment facing you, the tabs are "fuel pump enable" (no tab there) , a "not used" (according to my '87 Ford manual) tab, then the Malfunction Lamp, then the " POS+ data" (no tab on the reader for it). Is it possible the malfunction lamp in the cab completes the circuit and must be plugged in? Just guessing here.. Put a meter to the lamp pulser pin on the plug as if you were doing an old-school pulse code reading and see if it's getting power.
